City of San Diego DSD's EVCS bulletin says an Electrical Permit is required for EV charging station installation, and a Building Permit is required where new building construction, additions, or alterations to an existing structure are proposed. EVCS in a residential private garage for single-dwelling units, duplexes, or townhouses can use the Simple No Plan permit path when eligible, but historic properties, multifamily, commercial, non-residential, structural, accessibility, utility-load, or other site conditions can require plans or a building permit.
