Roof covering permit check for structural, weight, sheathing, and historic triggers
City of San Diego DSD Information Bulletin 123 says a permit is required for roof covering renewal when structural framing, sheathing/decking, support elements, lateral-resisting elements, or foundation systems are altered or replaced; when certain existing roofing is replaced with new material weighing more than six pounds per square foot; when skip sheathing is removed and new sheathing is installed; or when the site is a designated historical resource or in an adopted historic district. The same bulletin says many roof-covering renewals are exempt when the existing roof structure is not altered, so roofing projects should confirm the official DSD authority and the actual roof scope before relying on an exemption.
