Building, mechanical, electrical, and energy-code permit check for insulation or air-sealing work
City of San Diego DSD says a Building Permit is required to improve existing buildings and other structures, and building construction plans can require California Title 24 energy efficiency forms except for interior alterations. DSD's Simple Permit and What Permits Do I Need pages do not list standalone insulation or air-sealing as a Simple No-Plan MEP item, so insulation or air-sealing work should be checked with DSD when it is part of an alteration, opens assemblies, affects exterior or historic conditions, changes mechanical ducts or equipment, includes electrical work, or otherwise improves the building envelope.
