Mechanical permit or Simple No-Plan MEP eligibility check for heat pump work

City of San Diego DSD lists heat pump package units and mini-split systems under Simple No-Plan MEP items for single-family homes and duplex buildings, while its mechanical permit page says heating, ventilation, air-conditioning, or refrigeration systems may not be installed, altered, replaced, or repaired unless a Mechanical Permit has been obtained. Heat pump projects should confirm the property is inside the City of San Diego permitting authority and verify whether the scope qualifies for Simple MEP or needs a plan-required mechanical, electrical, plumbing/gas, building, historic, or utility review.
