City of San Antonio's Residential Repair Permit Application lists insulation added or replaced and notes that if a space is insulated, an insulation report or inspection is required. The same form says mechanical, electrical, and plumbing work require separate additional permits, so insulation or air-sealing work should be confirmed with Development Services when it changes insulated spaces or is bundled with trade work.
