Building permit, EZ windows and doors, and historic review check
Philadelphia L&I says replacing doors and windows in one-or-two-family dwellings often does not need a Building Permit when the property is not on the Philadelphia Historic Registry. L&I's EZ permits page also lists exterior window and door replacement with no change in size as an EZ permit project type, with the same one-or-two-family no-permit and historic-property caveat. Window or exterior door projects should be checked with L&I when they affect historic or overlay areas, change openings or size, alter structure or egress, change the exterior envelope, or include related electrical, plumbing, or mechanical work.
