Philadelphia L&I says an Electrical Permit is needed for electrical system installation, alteration, replacement, and repair, and solar projects require an Electrical Permit plus a Building Permit when they are not EZ-eligible. A residential battery storage or backup-power project should be checked with L&I, PECO, and fire or health officials where applicable because the scope can include new electrical equipment, service or panel changes, solar interconnection, structural mounting, building work, emergency power equipment, or utility coordination.
