City of Fort Worth residential permitting guidance says permits are required for work that changes, moves, or repairs walls, floors, ceilings, windows, doors, electrical, mechanical, or plumbing. Insulation or air-sealing work should be checked with Development Services when it opens or repairs wall or ceiling assemblies, changes windows or doors, or is bundled with electrical, mechanical, or plumbing work.
